The French text reads:
— Oh! Je aimez le vin de France très-beaucoup! Un anglais qui n'aimez le vin de France ..... n'êtes pas un anglais.

or:

— Oh! I love French wine very much! An Englishman who doesn't like French wine.....is not English.

Beneath the image, the text identifies the artist ("Par Gavarni") and the printer at lower right ("Imp[rimerie] Lemercier, Paris").
